我想寫一個程式 輸入代碼之後可以在桌面顯示與此代碼相關內容

我想寫一個程式解決一個簡單的問題，因為我沒寫過程式，所以請懂程式設計的朋友多多幫忙。

我的需求是設計一個可執行的程式，程式在桌面點選開來之後，輸入代碼可以將一些與此代碼有關的資料顯示出來。

資料型態舉例如下：
人名 員工代碼 內容註解
張三 001 業績績效72 Score4 獎勵次數3
李四 002 本月成績61 出席率2 開發件數0
王五 003 出席率6 payment21 獎勵次數8
趙六 004 Error2 業績績效53
.....約莫2000多筆，內容註解大概50字以內，可單筆刪除重新輸入（可不定時自行更新且輸入快速）。

我需要設計一個面板 輸入代碼之後 會出現人名、員工、內容，此面板可顯示近5～10筆查詢過的資料，且可以勾選特定幾筆查詢過的資料予以刪除。還有一項要求就是在代號輸入後，內容顯示不會lag（不會頓頓的，要等很久）；

我想請問我該用什麼樣的軟體（有免費的軟體嗎?），要如何設計才有辦法達到上面提到的效果?我對程式完全沒概念，不知從何著手，請大家幫忙一下。感恩，謝謝～
