想請教一下，這是我碰到的問題...

一. 對銀行而言，cost, delivery speed, flexibility, product features and quality何者是order qualifiers？何者是order winner？

二. 請解釋為何utilization不會超過100%？而efficiency可以超過100%？

能的話，可以順便解釋一下理由
