建商要求付外貸保證金合理嗎?

我買的是新成屋,建商配合的是土銀,但是我說我要找富邦貸款比較優惠,代銷公司叫我要付保外貸保證金合理嗎?而且書面紙本有寫到如下

買方指定其他金融機構辦理貸款者
1.買方應於賣方通知對保時,同時預繳依附付款辦法表中{金融貸款}項下金額計算之2個月利息(按年利率百分之十計算)予賣方，通知交屋後,依使用執照核發第45天起至賣方取得金融貸款之日止，按年利率百分之十結算利息,多退少補.

幫我貸款的專員說建商提出這樣的要求是違法的,消費者有權利選擇貸款銀行,怎可以強制繳交保證金.

所以我到底是該繳還是不繳?
