終身貢獻 馬英九贈勳施啟揚

〔自由時報記者彭顯鈞／台北報導〕馬英九總統昨頒授「一等卿雲勳章」給前司法院長施啟揚，肯定施終身貢獻。馬也回顧當年修憲過程，引憲法增修條文的前言，強調修憲的目的是「為因應國家統一前之需要」，後來也成為兩岸關係條例的重要內容。

施啟揚過去任教台大法律系時，馬英九是他的學生；施的妻子李鍾桂也曾教過馬英九。昨贈勳時，施啟揚因身體狀況不能言語，馬英九直呼「施老師」，施則緊握馬英九的手，遲遲沒有放開。

李鍾桂代表致詞時，指昨天是施五年來最高興的一天，施自認沒有豐功偉業，但基於體制、慣例與總統厚愛，決定接受殊榮。
