請問如何防治隔壁大樓亂丟煙蒂。
我家是透天住戶，而隔壁大樓約有15樓。
頂樓放水塔的地方常有很多煙蒂。都是隔壁大樓住戶亂丟的。
請問要如何防止呢？
報警有用嗎？
還是要找環保局呢？
