進行中華電信門號的任何變動 會寄通知信到戶籍地嗎

不好意思我有兩個問題

1.我最近針對我的中華電信門號A進行了帳單地址的更改，請問這樣的更改中華電信會寄一封信到戶籍地址做通知嗎？

2.我的手機壞了，我留了剛剛提到的門號A的號碼，事後他修好要我簽一張單子，後來又給了我一張上面有門號A申請人的名字的發票，請問為什麼要進行這些程序？修手機的事會寄信到戶籍地做通知嗎？

因為是自己私下辦的手機...希望不要有任何消息被寄回戶籍地，所以假如有人知道做哪些更動會寄信到戶籍地，希望也可以一併告訴我QQ
