[求救]請問巷子裡面有精神病患者該如何處理??

各位朋友大家好

不知道這種文能不能發這裡
在下真的快不行了

在下住家巷子裡有位小女生
大概國中到高中的年紀

平常看起來是正常的
但有時回家時會看到她在樓梯間睡覺
或是在樓梯間尿尿
又或是不穿衣服到處跑來跑去的

最近又到了夏天
她家沒錢裝冷氣(全家都領失業補助或救濟金)
所以她會一直喊好熱
然後邊喊邊哭

直到她累了睡著為止
當然
她睡著的時間很短
所以她會在夜深人靜的時候
突然哭到讓人嚇醒

幾位鄰居覺得這樣不行
睡眠不足導致隔天無法專心上班
所以有報警處理過了
但當事人的母親(也有精神方面的疾病)
卻以人權來反對警方對當事人的強制送醫

然後警察只能說再哭一次就強制送醫云云
隔了一兩天
睡了個好覺
今天又開始了= =

請問
在下可以走哪些途徑來請她就醫嗎?
在下只求能好好睡覺就好@@
