請教一下"開放空間"的問題?

昨晚去日光公園散步, 朋友告訴我附近有幾個建案都有"開放空間"的問題, 因為能見度不佳, 所以早上起床再去逛了一下順便拍照, 開放空間不應該都是要"供大家使用的嗎?" 可是該建案都把中庭當開放空間而且圍了起來, 這是建商在欺負住戶嗎? 日後若有人檢舉, 那該社區不就要"被迫"開放其中庭了嗎? 那社區保全不就破功了嗎?
