經部：下會期前 送服貿產業影響報告至立院

民進黨立委30日在立法院內政委員會提案，要求兩岸洽簽服務貿易協議之前，必須要送交產業影響評估報告至立院。雖然這兩項臨時提案並未通過，經濟部國貿局長張俊福30日傍晚表示，相關單位將在立法院下個會期前，完成報告送交立院，他也強調，由於服務貿易對產業的衝擊影響難以用數字評估，因此未來送交的影響評估報告將以質化報告呈現。

張俊福：『(原音)評估就業或者是整個對產業影響，坦白講要產出一個數字， 很多委員要求我們要產出數字。數字講很容易，這要有很多假設前提，但這已經失真。我們是跟中經院討論，用一個質的方式，質的分析，把產業情況未來如果開放到某個程度以後，可能會造成影響，不是用數字、不用模型，用整個分析方式來做處理。』
