求救，其他網站都正常，可臉書跟youtube 無法連線

大家好
我還是學生住在外面，我是用QQ寬頻
最近發生facebook與youtube無法連線的問題
其餘網站都正常，我也可以在這邊發文
我試過很多方法
1.防毒軟體全刪掉
2.CMD → netsh winsock reset
3.開proxy

前兩個都沒用
但開了proxy可以連上那兩個網站
但有些網站卻又上不了，速度又很慢
不知道到底是什麼問題

前陣子防毒軟體有提醒
區網內有IP衝突，試圖攻擊您的IP之類的訊息
難道是隔壁鄰居作怪嗎?
他似乎是個上班族，他去上班我測網速可以到8-10M
但他一回家就馬上變成2M

我也想不出這是什麼原因了
小弟目前還在資管系讀大學
自己無法解決這些問題感到慚愧
希望有人能幫我解決
因為我平常也只有再用這兩個網站而已...
拜託幫幫我吧...QQ
