地勇案被訴 蔡昌達喊冤

高市議會副議長蔡昌達十七日自美返台，直奔議會舉行記者會為地勇案被起訴喊冤，重申質詢地勇汙染案「沒拿錢、沒期約、沒施壓、沒勒索」，並以吳敦義行政院長任內受理陳情後即開五張罰單為例，反駁特偵組「藉勢藉端」說詞。

蔡昌達指特偵組造假有三大關鍵謊言：「與天山公司有犯意聯絡」、「全年十一張，一天就開七張罰單」、「找人傳話勒索陳啟祥」。

他出示質詢前，環保局歷年取締地勇公司紀錄，環保局民國九十七年起即對地勇開罰，甚至同年七月卅日一天開三張罰單記錄，駁斥特偵組「全年稽查脫硫渣及爐渣類汙染僅十一次」，因他質詢就開罰七次的說詞。

他強調質詢時，天山公司根本未成立，並說他不認識陳啟祥，也從未接觸，特偵組卻趁著他出訪姊妹市，無法辯駁之際起訴，是「想整死我」。
