下浪被擋，誰對誰錯？

今天去烏石北堤玩
中間有道浪，已經追到，準備要起乘
迎面而來一個surfer要划出來outside
剛好擋在我的前面，我趕緊收板
結果聽到他嗆我＂是會不會呀！！＂
感覺好像是說：
如果你在下浪時，剛好前方有人划出來時，你就不能下！
是這樣嗎？
我自己划出outside時，如果擋到人，都很不好意思，趕緊游旁邊
今天真的顛覆我的觀念了！
真的衝浪禮貌該是如何？請問有前輩可以回答嗎？
