拚內需 擬放寬壽險投資都更

〔自由時報記者王孟倫／台北報導〕繼先前放寬壽險資金可投標台北市信義計畫區A25土地ＢＯＴ案後，金管會昨表示，只要公辦都更案件的投資報酬率達三％以上，將擬開放壽險業參與。

配合政府推動引進民間資金投資公共建設，財政部近期蒐集多件公辦都市更新案件辦理招商大會。金管會保險局表示，為鼓勵保險業者積極參與類似案件，正研議規劃開放一定資格的保險業，投資且擔任符合一定條件公辦都更案件。

保險局表示，所謂「一定資格」是指資本適足率（ＲＢＣ）必須達兩百％以上，以及投資之前，其各項資金運用內部控制處理程序，沒有重大缺失仍未改善等情事；且公辦都更案的投資報酬率應與地上權案相當，達三％以上，壽險資金才能參與投資。
