別人憂環評鬆綁我更憂政府沉痾

拜讀廿七日「集水區環評鬆綁看大甲溪上游」投書，心有塊壘，不吐不快。

首次踏入職場，就是在梨山管理局參與德基水庫集水區濫墾濫伐小組的現場調查工作。我記得很清楚，調查結果出爐，處理原則是分階段。但政府卻從未以水土保持整治理由，回收任何一塊山地保留地。

陳文奎憂心，若對環評鬆綁，會有噩夢重現，我擔憂的是，多年來政府應作為而不作為所累積的沉痾，早已超乎社會大眾的想像。
