法力挺美 周三前攻打敘利亞

〔編譯魏國金／綜合三十日外電報導〕英國國會二十九日投票否決英相卡麥隆提出的軍事攻擊敘利亞案，重挫美國主導的對敘動武計劃，不過美國獲得法國力挺，法國總統歐蘭德三十日表示，已與美國總統歐巴馬交換意見，可能在下月四日之前發動軍事行動。

英國會雖否決 不影響行動

國內聲望低迷的法國總統歐蘭德三十日堅持，「大馬士革的化武屠殺不能不給予懲罰」，英國國會令人意外的否決結果不會影響法國政府「對大馬士革政權展開堅決、符合比例原則的行動」之立場。法國國會訂於下月四日針對敘案展開緊急會期，但美、法兩國總統發動軍事行動都不須國會同意。

美國已表明，即使未獲盟友支持，也不惜獨自發動攻擊。白宮國安會發言人海登說，歐巴馬認為違反國際法而使用化武的國家必須究責。

敘使用化武 白宮出示證據

目前法國是唯一明確表態願與美國並肩作戰的西方國家，德國與義大利已表示不會參與，加拿大總理哈伯指出，「勉為其難」支持動武，但不會派兵。歐蘭德排除聯合國調查員仍在敘境時發動攻擊的可能，聯合國秘書長潘基文表示，調查員將在三十一日（週六）早上離開敘國，週六被視為攻擊最快可能時間點。

美國國務卿凱瑞在台灣時間三十一日凌晨一點召開記者會，公布美國所掌握的證據，表示在攻擊前三天就收到敘軍可能動用化武情報，該起攻擊共造成一四二九人死亡，其中包括四二六名孩童，美國絕不容許阿塞德政權逃脫違反人道罪行。美國有線電視新聞網報導，凱瑞的談話顯示，美國很快就要發動攻擊。

敘利亞戰事牽動國際金融情勢，黃金期貨價格因為美國可能動武而重新站上每英兩一四○○美元，西德州原油價格一度站上每桶一一○美元，但在英國國會反對出兵後，商品價格回跌。
