緊急狀態、宵禁 埃宣布解除

埃及宣布 解除緊急狀態與宵禁新頭殼newtalk2013.11.13 柯昱安/綜合報導

根據BBC報導，埃及政府於12日當地時間下午4時，宣布解除在全國實施了近3個月的緊急狀態，以及在14個省所實施的宵禁，比預期的時間點還要提前2天。消息一出，美國政府也隨即表示「歡迎」。

儘管政局尚未穩定，但埃及政府仍較預期提前2天解除已實行近3個月的緊急狀態與宵禁，美國國務院發言人在獲知消息後，也立刻表達「歡迎」。而埃及民眾也對於解除緊急狀態與宵禁表示樂觀，並認為首都開羅當今的蕭條即是宵禁所致。

在前總統穆西（Mohamed Morsi）遭罷黜後，臨時掌管政權的埃及保安部隊也立刻掃蕩殘存穆斯林兄弟會（Muslim Brotherhood）勢力。而在保安部隊使用武力結束了穆西支持者的靜坐抗議後，臨時總統曼蘇爾（Adly Mansour）遂於8月14日宣布全國進入為期1個月的緊急狀態，並於14個省份中實行宵禁。

在緊急狀態和宵禁情況下，當局可以任意進行逮捕和搜查。而原先僅實施1個月的緊急狀態，因政局動盪，當局於9月12日又宣布將緊急狀態與宵禁延長2個月，直到昨（12）日宣布結束為止，已實行近3個月。

根據臨時總統曼蘇爾就職後所發表的憲法聲明，緊急狀態在實行超過3個月後，需經全國公投同意後才能延長。
