屢以變造刮刮樂彩券騙錢　詐欺慣犯辯稱無辜

【黃哲民／新北報導】新北市詐欺慣犯36歲余姓男子今年1月到2月，涉拿6張變造為中獎的刮刮樂彩券，以抵押借款為由騙走吳姓好友共81.6萬元，另以3張假彩券用相同理由，騙走廖姓好友40萬元。新北地檢署今起訴余男涉犯7次行使偽造有價證券罪嫌，每次最重判7年，以及7次詐欺取財罪嫌，每次最重判5年。

余男今年1月9日起，以兌獎不及、急於用錢為由，持一張變造為中獎30萬元的刮刮樂彩券，向吳男調現4.5萬元得逞後，每隔幾天就拿一張假彩券重施故技，並謊稱中獎金額從30萬、50萬一路攀升到200萬元，借款金額也越來越多。

吳男拿到6張假彩券，因余男謊稱任職彩券公司的學長還沒輸入彩券條碼，不能立刻兌領，吳男照辦，反被余男再以必須繼續借款才能領獎為由，又7次借錢給余男。

余男另於今年3月，一次拿3張變造彩券像廖姓好友謊稱共中獎194萬元，但急於變現，願以40萬元出售，廖受騙買下拿去兌獎才發現上當。余男到案辯稱彩券是別人向他調現，不是他變造的，他也是被害人。

余男去年12月與今年2月，另以類似手法騙走2人共60萬元，已被起訴審理中。
