業界憂開放美容美髮業　經濟部：只開放陸資、未開放藍領

針對ECFA服務貿易協議中有關開放美容美髮業項目，引發業界憂心，經濟部強調，是只開放陸資來台，並不是開放藍領工作人員，對台灣從業人員並無影響。

經濟部說明開放內容指出，我方允許陸資在台灣以獨資、合資、合夥及設立分公司等形式設立商業據點，提供美髮及其他美容服務。開放對象限於資本額20萬美元以上頗具規模的企業來台投資，一般而言，該企業已有相當規模，制度也健全，對台灣產業有正面扶持作用。此外，僅開放具一定規模的企業來台投資，對產業如同外資挹注，資金也將更加充裕。

經濟部指出，政府只開放陸資，不開放藍領工作人員，對台灣從業人員並無影響。其中，資本額20萬美元，允許負責人及管理幹部2人來台，每增加投資50萬美元，可增加1名管理幹部，最多每一家業者以7人為限。

此外，經濟部也強調，美容美髮業以技術取勝，台灣目前在這方面仍優於大陸，開放之後，也有利於本土企業前往大陸市場發展。
