交通部補助11.7億　難救公車載客率

【何哲欣／台北報導】根據立法院預算中心資料，交通部公路總局每年編列預算補貼大眾運輸事業的虧損，每年編列預算不斷增加，從2002年補助3.1億元，到今年8月底已經補貼7億元，明年度預算更已編列達11億7669萬元，但到去年底為止，公路客運虧損路線503條，佔所有營運908條路線的51%，比例超過一半，且客運載客人數在1990年代曾高達6.7億人次，去年只剩1.97億人次，今年上半年，更只剩7千萬人次，光靠補貼並未解決客運虧損問題。

另一方面，民眾的汽、機車數量卻不斷增加，從1990年代的1061萬輛，去年已高達2234輛，暴增超過一倍，其中機車到今年7月底止，已有1516萬輛，我國每千人的機車持有率達654輛，是新加坡的23倍、香港的81倍。

預算中心說，政府未能有效提高大眾運輸使用效率，交通部每年花費預算補助公車業者，民眾卻仍捨公車，自行開車、騎車，交通部應謀求改進。
