進出口預行報關處理準則擬修正

財政部將修正「進出口貨物預行報關處理準則」第二條規定，配合出口預報貨物資訊及通關流程再造，統一海運及空運出口貨物得向海關預行報關之時點，即貨物輸出人於出口貨物報關單證齊備，向承裝貨物之運輸業完成訂艙手續取得託運單號碼後，得向海關預行報關。

財政部總說明指出，進出口貨物預行報關處理準則於六十四年二月二十日訂定發布施行，歷經三次修正。為配合出口預報貨物資訊及海空運通關流程再造，將修正第二條，其修正要點為統一海運及空運出口貨物得向海關預行報關之時點，即貨物輸出人於出口貨物報關單證齊備，得於向承裝貨物之運輸業完成訂艙手續後，向海關預行報關。

擬修正之第二條條文內文如下：進口貨物，如承運貨物之運輸工具負責人或由其委託之運輸工具所屬業者已向海關申報進口艙單，納稅義務人得檢齊報關應備之各項單證，向海關預行報關。

出口貨物，如報關單證齊備，貨物輸出人得於向承裝貨物之運輸業完成訂艙手續後，向海關預行報關。
