代墊大統退貨款吃不消 陳威仁:建議協調解凍部分資產

黑心油退貨問題，讓代收、代陪貨款的通路商大喊吃不消，國民黨立委江啟臣今天在審查行政院預算時就要求，政府不能讓通路商一起倒。對此，消保處長劉清芳表示，通路商不在消保處負責範圍，不過行政院秘書長陳威仁趕緊出面緩頰，強調政院明天早上會開會討論，他會建議協調檢察官，讓大統被凍結的部分資產，可以用於賠償。(程平報導)

江啟臣批評，黑心油事件發生後，消保處毫無做為，不但由消費者自行負擔舉證責任，連退貨都要通路商拿現金先代收、代墊，難怪全聯說每天要虧千萬，卻不見政府拿出SOP。

對於江啟臣的批評，消保處長劉清芳表示，消保處只確保消費者能退貨、退錢，但中盤商與通路商並不在消保處負責範圍。此話一出，讓江啟臣大為光火，痛批消保會不能這樣切割。陳威仁也在答覆民進黨立委陳其邁質詢時表示，行政院29號上午會針對退貨流程等問題開會討論，他會建議協調檢察官，能讓大統被凍結的資產拿一部分來賠償。

陳威仁強調，政院會與廠商、檢察官訂出一個大家能接受的方式。
