兩岸租稅協議 立法院有疑慮

財政部長張盛和與陸委會主委王郁琦下午到立法院報告兩岸租稅協議進度，盼爭取朝野黨團支持。不過，朝野立委對於兩岸稅制不同、如何確保大陸遵守不溯及既往原則、資訊交換不做查稅使用等，仍有諸多質疑。

張盛和表示，絕對會秉持不溯及既往、不做租稅外使用、不做刑事案件追究、非具體個案絕不提供等四不原則。他保證，若大陸違反四不原則，我方將要求中止協議，拒絕再提供對方任何資料。
