花台積水因無排水孔導致走廊天花板出現水痕

窗外花台深約90公分上面鋪一層深約20公分蓄水的木板再塗上防水漆,因年久失修木板腐蝕導致每逢下雨雨水滲進花台,因無排水孔導致走廊天花板出現水痕且二樓牆壁亦有壁癌出現,請問如何處理?我想用桌墊綠色那層(一層綠色一層透明那種)整個將花台蓋住不知是否可行?
