肯亞地方政府 要求把強暴犯去勢

肯亞西部巴林哥郡因窮於應付強暴、孌童和獸姦案激增，要求政府立法，以把強暴犯和其他性罪犯去勢，宣稱目前的刑罰太寬容。

當地衛生主管說，強暴已成為重大問題，不只兒童，殘障者、老年人和畜養的動物都難逃毒手，而且情況愈來愈嚴重，這與酗酒和失業有關。

強暴向來是肯亞的嚴重問題，可是警方鮮少認真看待。去年有個女學童遭到輪暴而殘廢，警方卻只命令三個強暴犯在警察局四周割草做為處罰。
