持美國綠卡回來台灣要服兵役嗎?

我哥哥15歲多的時候用觀光名義去美國讀書,現在已經23歲了,有拿到綠卡,
請問要用什麼方法回到台灣,才能夠再出境美國繼續讀書?
是不是在美國那邊要辦理什麼?
台灣入境的時候會不會刁難他?
他只是回來一兩個月看親人而已,去了那麼多年都沒有回來過,
是怕回來了就不能再去了,因為他在那邊還在讀大學也有工作!
