求救- 櫻花得到病蟲害致使葉子枯黃掉落

小弟約半年前買了棵富士櫻種在家裡陽台上，兩個月前發現葉子會有被蟲子咬的痕跡，而且枯黃掉落，情況持續惡化，後來發現有一些黑色/褐色的小蟲子會躲在葉子的背光面，並會在樹枝分叉處結白絲聚集。
本想說用環保的方式以手清理，但發現效果不大，後來發現繁衍快速，現在整棵樹大部分的葉子都會見到蹤跡，眼看著葉子都快掉光，新長的嫩葉也幾乎受到侵害。

昨天把心一橫，將幾年前買來對付介殼蟲的農藥拿來噴灑，並確認每個葉子的背面都有噴到，結果剛剛確認後發現那些黑色的小蟲子還是活蹦亂跳的。

請教板上的前輩，這是甚麼蟲子? 該如何清除?
