繳規費違建變合法　「聰明」詐財判拘

【許淑惠／台中報導】男子黃聰明假冒台中市政府都市發展局人員，前年6月持類似市府員工識別證在黃姓民眾面前閃晃一下，向收到頂樓違建拆除通知單的黃男稱，只要繳納5000元規費，保證頂樓違建不會拆，又以同樣手法向周婦詐稱，只要繳納規費1800元，增建的鐵門也變合法。

由於黃男收錢後沒下文，黃姓民眾向議員陳情違建問題，才知被騙，黃聰明自以為「聰明」的騙錢手法，被台中地院依詐欺取財罪判拘役70日，得易科罰金7萬元。
