發生車禍了

各位大大好 小弟10月1日發生車禍 我們雙方都是騎車 小弟我是直行車 但是當時我是騎在內向車道 對方準備要左轉 但是他左轉沒注意後方有無來車 他快到路口時直接從外車道用很快的速度直接切到內車道來 直接在我前方約不到10公尺 導致我方來不及煞車追撞
去警局時 警方說正常我方是不能行駛在內車道所以我有責任 但是對方突然從外車道
切至內車道也無確認後方有無來車 所以他也有責任 警方還說 無號誌無需兩段式左轉的路口
正常是要在幾十公尺外就要慢慢的從外車道切至內車道了 但是他是突然就衝到我面前來
距離又很近導致我來不及反應就撞上了 這樣責任歸屬誰比較嚴重呢？
