是否減刑？馬英九：請法務部研議

國民黨中常委邱炳煌建議國民黨主席馬英九考慮減刑，以解決監獄人滿為患問題。馬英九表示，減刑當然是總統的權力，但根據法律還要法務部研議。他表示，上次減刑是民國96年，當時也是為解決監獄人滿為患，但事實證明一年後監獄還是擁擠，再犯率也還是很高。

馬英九透露，選舉期間也有人向他提議減刑以爭取選票，但他從不做此考慮。
