殘障停車證疑問

疑問如下:

因家人中風,昨天申請停車證已核發且生效{屬新北市}

今天帶家人就醫停公家一般停車格,也有把停車證擺放駕駛座擋風玻璃處

看診完發現一樣有夾停車單且要繳費用?僅放半小時且無移動車位

停車證有地區停放限制嗎?

車證署新北市~停放點桃園楊梅

如果不應開有金額繳費單要如何消退單?
