【王家俊／台北報導】考試院長關中上午向院會報告「對年金改革的後續建議」，為解決公務人員退休後支領雙薪的問題，擬比照美國「退休收入測試(Retirement Earnings Test,RET)」，對於未達正常退休年齡(美國聯邦公務人員2010年是66歲)，當退休後有給職工作的全年所得超過14160美元門檻(約42萬台幣)，每多賺一美元將扣減0.5美元的退休金。

以美國為例，這項退休收入測試只要納入社會保險體系者均適用，不限從公、私部門退休，亦不限轉任公、私單位，考試院認為可以引用在公僕退休後的總體收入，類似「虹吸管原理」。關中另建議，開闢或調增消費稅、營業稅、能源稅等，擴大稅基，挹注各項年金。
